13 Youth Declaration on climate change

 

The fifth National youth conference on climate change concluded with 13 point deceleration .NYCA has  organized on March 19th 20thand 21 in Bhaktapur with the presence of 70 youths from various backgrounds representing 35 district of Nepal.  The NYCA has discussed on roles and concerns of youths on environmental issues and ways to achieve sustainable development goals, necessity of adequate research and policy implementation and career opportunities for youths.

"Empowering youth for resilient future" is the main theme of this conference aims to empower youth in the issues of environment and climate change and develop requisite skills for effective climate change policy. The conferences were jointly organized by Nepalese youth for climate Action together with clean energy and WWF Nepal.

The following are 13 youth declaration from NYCA


  1. Despite having a potential to contribute in climate action,the NDC of Nepal missed youth as an actors / stakeholders. It’s a demand of youth to include us in decision making process and in the climate change workshops because it’s our right to get information and be part of such processes.

  2. Proper investment along with engagement of youth for climate resilient future.

  3. Youth should be taken as a Government delegate while participating in every Conference of Parties and other national and international conferences.

  4. Formulate the Action plan to create Opportunities for Youth.

  5. Effective action plan should be taken into account of the effective implementation of Paris agreement in tandem with goal no. 13 of Sustainable Development Goals (SDGs).

  6. Proper transparent disbursement of 80% Budget, allocated by government of Nepal guided by Climate Change Policy and National Adaptation program of Action.

  7. Government should have proper climate disaster planning indicating effective enforcement of adaptation plan such as climate resilient building regulations.

  8. Government to include Non-Motorized Transport (NMT) (walking, cycling and electric vehicles)in plans and policies.

  9. Adaptation related investment must include capacity building and technology transfer in climate smart agriculture.

  10. Government should accept the required adaptation funds as Grant, but not as loan.

  11. Government to come up with urgent actions to immediately address current air pollution.

  12. Government to enforce the Article no. 35 of 2072 Constitution of Nepal i.e. "Every person shall have the rights to live in clean and healthy environment".

  13. Government should consider establishing of research based works regarding loss and damage, potential impact of climate change in various sectors. Hence, government should consider establishing some kind of research center under climate change policy 2011 with availability of resources.
